Supported by the state and the European Union, the grant provides new growth opportunities, helping enterprises to implement innovative projects and improve their market position.
Objective and Budget of the Grant
The objective of the grant is to increase the competitiveness of enterprises operating in rural areas and small towns, creating the conditions for the creation of new jobs in these regions. Support is provided for activities that promote balanced regional development and the sustainable development of enterprises through the adoption of new technologies, IT solutions, or the improvement of resource efficiency.
Grant Amount and Rate
The grant rate is up to 65% of the project’s eligible costs.
The minimum grant amount is €10,000 per application.
The maximum grant amount is €200,000 per applicant during the strategic plan period.
Requirements for the Applicant
The grant can be applied for by micro and small enterprises (hereinafter referred to as the applicant) that meet the following conditions:
Has been operating for at least two financial years before the submission of the application.
Sales revenue has been at least €40,000 in each of the two financial years preceding the submission of the application.
Has employed at least one person year-round under an employment contract during each of the two financial years preceding the submission of the application.
The applicant’s permanent establishment must be located in a rural area or a small town. An exception is made for the municipalities bordering Tallinn: Harku, Saue, Saku, Kiili, Rae, Jõelähtme, and Viimsi.

Eligible Activities
Acquisition of tangible or intangible assets.
Construction of a building at the applicant’s permanent establishment in a rural area or a small town.
