Development of Separate Waste Collection Infrastructure

KIK is soon launching a support measure aimed at increasing the use of secondary raw materials through improving the efficiency of waste sorting, contributing to the reduction of waste incineration and landfilling, and achieving the national recycling targets set for waste.

The support measure is currently in the planning stage, and the regulation for the conditions of granting the support is being developed. During this process, several conditions may be specified or adjusted; however, the broader aim of the support will remain the same. The application round is expected to open in the first half of 2025. The support will be distributed from the European Union Cohesion Fund.

The Ministry of Climate plans to use a waste management model developed by the Environmental Agency as the basis for submitting applications. This model will allow each local government (KOV) to design a suitable waste sorting solution. The designed model must ensure at least 70% of waste is sorted for separate collection.

What will be supported?

  • Procurement of tools for separate waste collection. Acquisition of containers, underground bins, composters, and other collection tools for residents. Collection tools for waste covered under producer responsibility will only be supported if the related costs are not the obligation of the producer.
  • Procurement of equipment and vehicles needed for collection rounds. Support will be provided for environmentally friendly trucks and mobile collection points designed for waste sorting. These may be used directly if permitted by law or transferred to a waste station operator or waste transporter selected through a tender process.
  • Establishment and enhancement of public collection points. Acquisition of new containers for separately collected waste for collection points, construction of hard-surfaced areas or shelters for the collection points.
  • Construction and reconstruction of waste stations and creating bio-waste treatment capacity at waste stations. Construction of new waste stations, reconstruction of existing ones, procurement of vehicle scales, presses, and containers, construction of shelters for the reception or storage of waste, establishing reception and display areas for waste intended for reuse or preparation for reuse, and construction or improvement of bio-waste treatment facilities for recycling bio-waste at waste stations.
  • Digital and smart solutions supporting separate waste collection. Digital solutions that support separated waste collection (personalized containers, automatic identification at unmanned waste stations, weighing and payment systems, weight-based collection systems). This activity does not support the development of a waste holder registry, or the creation or development of websites or information systems for local governments.Support will not be provided for the procurement of tools intended solely for the collection of mixed municipal waste.

Who can apply:

  • Local governments and unions of local governments;
  • Local government institutions or their subunits;
  • Cooperation organizations of local governments;
  • Local government-owned enterprises.

The minimum amount of support is €50,000, and the maximum amount is €2,000,000 per application within one application round. The percentage of the support depends on the local government unit and ranges between 40–70% of the eligible project costs. Projects with a total cost of up to €200,000 will be supported with a fixed payment.
